Use the "AF-On" button to activate AF and if you need to see a stabilised image while composing and autofocusing at the same time then you can simultaneously half-tap the shutter release. VR will always activate on a full press of the shutter release.

In this way, all functions are decoupled as such:

[] "AF-On" will control autofocus activation and operation.

[] Half-press of shutter release will activate the "preview mode" of VR.

[] Full-press of shutter release will release the shutter and simultaneously cause the lens to provide "shooting mode" VR for the actual capture.

In conclusion, If you don't care about stabilising the viewfinder image while you're composing and focusing then you don't need to half-press the shutter release for VR. VR will activate during capture. This probably will also save some amount of battery power too.
